2 properties share a well, tenant got electric shut off

I have 2 properties that share a well. The tenant that has the well hooked up to their electric just got their electric shut off due to nonpayment so neither properties have water. Not sure what I can or should do here. I called the electric company and they owe almost $1000 to get electric turned back on. Not sure how I can make this right for the tenant that has no water currently due to the other tenant not paying electric bill. Anyone deal with this or have any suggestions?

can you run power from the pump to the good tenants panel? quick and cheap way to get the water on until you figure it out.
