FHA question regarding HOPA and quadplexes

"HOPA" stands for the housing for older people act. It creates an exception under the Fair housing act when it comes to discriminating against familial status. 

My question is can I apply this to a 4-plex?

Do I need to get an official exemption or do I just declare my 4 plex a senior living community?
