Greys harbor County WA vacancy rate questions

Good morning!!  have two small apartment complexes in Aberdeen & Hoquiam that I am analyzing. One is a 7 unit, one is 11.   The 11 unit states that the vac rate is 20%. Is this normal?  seems pretty high.   Thoughts?  Also what would be some methods of bringing this number down?
