Got a strange letter from the town about a property I just bought

The letter is from the city assessing department. Inside it contains a copy of the quitclaim deed with a post-it attached to it. On the note it says why I got the property for a value so far below the assessed value. It has a number to call on there. What the heck is this for?

I might tell them I got it so cheap because it is in such bad condition, that is what it is worth.
