How hard is it to get a property rezoned?

I know of a property in my area that is zoned for General Warehousing, it's about 4 acres, there is a single family home, detached garage, and warehousing building (all in bad shape) on the property. It is fenced off and not being utilized. There is an shortage of inventory in the area for housing and I was thinking about getting it rezoned for Multi-family. I understand you have to go to the Department of Community Development to put in for a pre-application meeting. How tough is it to put together a plan for rezoning? Who else would I need other than an engineer, developer, builder, SEC attorney and real estate attorney to put together a syndication?
