Purchasing a Foreclosed Property with Conventional Mortgage

Hello,

I have a client who is buying a foreclosed home with a conventional mortgage and i only have experience buying these homes with cash. Does anyone have experience with this? I want to know what i should be aware of. Will the bank allow us to turn the utilities on?
