Tenants Divorcing; One Wants to Stay, the Other Won't Communicate

This is a...new one for me.  A tenant reached out to tell me that she and her husband were divorcing, he had already moved out (and she was pursuing a restraining order, but does not have one yet), and she wants to stay.  I told her that I needed confirmation from the husband that he had moved out, a new application with updated proof of income from her, and I could draw up a new lease.

The husband refuses to return my calls or her calls, so I'm at a crossroads in terms of how to proceed.  The tenants are on a month-to-month lease (they've been there for years), so I can deliver a 30 day notice to vacate (Ohio) to the house and draw up a new lease to start the following month with just her on the lease.
