Water/ sewer and electricity for a lease takeover

Hi all (probably a dumb question here),

I am currently in contract to purchase my first duplex. Currently there is one unit occupied and we will be taking over the lease and renewing. The previous owners used a management company and who used Gaurdian water and power to manage the utility bills. We will be managing the property ourselves and will not be using Gaurdian to monitor utilities. 

Can we have the tenant sign put the electricity in their name and have them handle that so we don’t even see the bill? And what about water/sewer?

Any answers will help!
