Pros and Cons on buying city owned properties?

Hello I would like to know if anyone has ever bought a city owned property. I know that when you buy city owned properties you have a certain amount of time to get them repaired and also I know that there are a lot of grants out there to apply for. I just want to see if anyone has ever bought a city owned property and how was the experience.
