Driving for dollars target owned by local broker

I was making my rounds the other day and found a lovely complex with about 20 units on a dead end street. It’s obviously in a distressed position as everyone in town has had their roofs replaced after a recent hail storm and this one hasn’t been attended to a couple years latter now.  Went home and plugged the info in and a local RE broker comes back as the owner.  Further digging shows it was built by his folks some time ago.  Also tracked down another duplex owned by the same that showed up in the records, it is vacant at this time, but advertised for rent.  Not an overly ambitious individual looking at some of the aging listings in his book.  Should I just make an appointment at his office and see what the story is?
