Newly constructed house for sale $25K

Here's an interesting one ... there is this house near where I live that was vacant for a long time. City owned. The windows were broken, roof was caving in, etc. Then one day I see it torn completely down to the ground. Good riddance I thought.

Then a week later there was a completely brand new house in its place, built in the same exact style as the old one. They (not sure who, the city maybe?) put the same color siding on it, the same bay window, etc.

I see the ad on the MLS that the thing is listed for $25,000 and is listed for owner occupancy only by the city. Although it's still listed as built in 1955 and I know from seeing it that's not true -- it was just built from the ground up in the last couple months. I've driven past it and the lights were on at night and with no curtains, I can see inside and it seems to look really nice.

A brand new constructed house for $25K. I really wish I could buy that!!!
