Can you make a tenant at will Vacate a unit during COVID?

I am currently in the process of purchasing my first home through an FHA loan in Massachusetts. It is a fully occupied 3 unit home. I am supposed to move into a unit within 60 days but is it legal to make a tenant at will leave during the COVID19 situation? I have seen that there are laws against evicting tenants right now so I was wondering if anyone has gone through this situation as well recently. I personally have no problem not moving into the unit so if I legally can not ask them to move out I am ok with it.
