Zoning Laws and purchase of a duplex

Hi There! I recently found a house for sale that had been converted into a duplex. Upon further investigation, its in an area that isn't zoned for that. What does that mean for my buyers? Are they just not allowed to say its a duplex but can they still rent each side out ? Does anyone have experience with something similar?
