38M Purchased, Huge Opportunity or Waste of Time?

In my search for wholesale properties, I stumbled across a neighborhood with everything in site being purchased by an apartment developer (38M snapped up so far).  Beginner, I don't know any investors to reach out to and not sure what to do with the info/if I can capitalize on this or not - suggestions?  BTW, I searched for press releases, nothing so far.
