Wholesaling in the state of Delaware

Hello,

My name is Justin Watson, I am a new real estate investor. I am interested in starting out with wholesale. Does anyone have any experience or knowledge of wholesaling in the state of Delaware? I want to know if assigning a contract is allowed? I went to a title company and they said it would be very difficult. Any feedback would be appreciated.
