Wholesaling Property while in Probate in Pennsylvania

Does anyone know if it's legal to wholesale a property while in Probate in PA? I read that an Administrator/Executor doesn't need approval from the beneficiaries or court approval to sell if the price is 90% of the appraised value. But I haven't been able to find anything about an investor wholesaling the property. Thanks!
