First Time Buyer in Los Angeles

Hi BP crew, 

Currently I am in escrow, for a 2 unit multiunit property in Los Angeles. Both units have 2BDR/2BR (1200 sq.ft) which are currently being upgraded by the seller (new flooring and cabinets/windows). We are still awaiting final estimates from the lender. My question is regarding closing cost, Is that negotiated after the home inspection? That has not been completed as yet, since the home is still being upgraded inside. Also, if the home inspections is finalized AFTER escrow closes, due to the delay from the seller, how are new dates established? Is that dependent upon the purchase agreement? Thank you! The realtor's seller has not been easy to communicate with. Is the buyer able to view the property although it is still being worked on?
