Contacting the Owner of a Pre Forclosure

There is a home that has been in pre-forclosure for about 2 years now. I contacted the bank who owns the property and they cannot do anything with the property until it becomes foreclosed on and they own the property. I reached out to the town clerk and obtained the owners names. What is the best way to go about contacting them? What is the best delivery?
