Cornice in Baltimore City prevents lead-free cert?

hi, I spoke with a company to explore changing from lead cert req w/every tenant change to lead-free cert.  I was told that if I have a cornice lead-free isn't an option.  also, there is some pretty old looking paint just below the cornice which may be prior to 1970 that would need to be resolved.  does anyone know if it is possible to cap a cornice or have a new cornice made that could also cover the paint? if so, what type of company should I contact?
