Knoxville TN Multi-family Development Questions

I own a small lot of land in the Halls area of Knoxville. It is next to a golf course and a condominium development. I'd like to develop it into multi-family housing or condos of some kind. Who should I contact to help draw out potential layouts of use for the land that would fit the zoning?

I'm new to the game and have never developed anything and could use any advice / help. Thank you!
