Seller wants an a offer before viewing property

I'm trying to buy a Triplex and I've run across two separate seller's who have asked me or my agent to submit an offer before allowing us to do a walk through of the property.  Is this standard practice in R.E Investing? It seems counter productive.

I never inspect until I get my offer accepted anyway, so it wouldn't bother me.  Just make the offer contingent on your inspection.
