STR in neighborhood without HOA yet

We are interested in a land property for a future STR and vacation home. Currently, the neighborhood has no restrictions on STRs and no HOA has been formed.

If we don't join the HOA, will we have issues in the future with STRs??

I realize the neighbors may not love it for a few years, but we do plan this as our permanent home at some future point. Thanks!
