Reading/understanding sellers disclosures--Rookie perspective

Is this worth pursuing/what's the severity/etc etc.
listing price is under 200k in a cash flowing market, this is a duplex (one side vacant the other is rented at well under current market rates.

The main issue I note is the fact that the "main appears broken". You need to investigate...have a plumber run a camera in the line and/or determine if that part of the line is actually your problem, or the neighbors, or the city, or... A licensed plumber familiar with the area might be able to help you figure out the ownership.
