Building A Short Term Rental-Steps. Need Guidance!

Hello all!
My husband and I have spent weeks watching Youtube Videos, reviewing articles and more on building for our short term rental business. We are starting to get stuck on the steps we need to take to get the process rolling. We have chosen an area and have been reviewing land sites for the past couple of weeks but to not waste anyone's time, do we first consult with a realtor to actually find the specific lot, or do we apply for a construction loan first? Or do we start talking with general contractors? 

Also: Does anyone know if you can roll septic and well fees into a construction loan or are these paid out of pocket? 

Appreciate any information that can be provided!

What he said ^^^. Buy an existing house and make it into a STR. You don't need a realtor. It's not a magic trick. I've done 23.
