42 Unit Multi-Family in Sunny Daytona Beach

Hello, I could use some help. I have found a 42 unit apartment complex in Daytona that very few investors know about. The owner will answer no questions whatsoever without a POF letter. I did get the owner to consider coming down from $5,400,00 to $3,360,000 or $80,000 per unit. It is 3 concrete block buildings and has all the bones, and is built in the 70's. It is extremely hard to find a CB&M for under $120,000 per unit in this area. The seller does not want his renters to know he is considering selling and I do not believe anyone who knows about this property has provided the dreaded POF letter.

The problem I have is the lenders I deal with / have dealt with, do not loan more than $2,000,000. Without the letter of POF I can't get my foot in the door. I do have experience in properties up to 40 units. so managing this multi-unit should not be a problem. Any suggestions? Any ideas would be appreciated.
