FHA loan for duplex on existing property

I've inherited a property and have been considering house hacking. There is an existing property in that land but it is a very old home that needs too much work. If i were to only sale the property would i be able to use the FHA loan to build a duplex on that piece of land and house hack or would i have to tear down the property to qualify for the FHA loan?
