Tax Delinquent Wholesale Properties

I am currently searching for properties in my area that have tax delinquent balances but do not have any existing tax liens. It is my goal to find these properties in order to wholesale them and include a clause in the contract that requires the buyer to pay the remaining taxes. Can this be possible?
