Mutliunit one power bill hvac auto shut off device?

Hello, I am looking for a solution to disable the HVAC system Hvac on its circuit during certain hours such as 7pm -7am . this is for a commercial building. Sometimes the tenants leave the HVAC system going and I want to find a way to stop this because power bill get very high.

Has anybody found a soliton for this?
