Soundproofing apartments - how to?

Question

I have a side by side duplex built in the late 1800s and the tenant is constantly complaining about the noise from next door.  Has anyone tried to soundproof between units?  If so, how did you do it and did you have success?  Looking for all ideas.  Thanks!

In my experience, the best thing to do is warn people over and over again. Warn them in the marketing (example: "This is an old house and noise travels between units. Looking for quiet renters."), when you show the rental, when they apply, and when they sign the lease. If you get complaints, remind all parties that noise travels, they were warned to be quiet and respectful of their neighbor, and that repeated issues may result in removal.

I have an apartment building where the downstairs renter can hear the upstairs neighbor talking on the phone when it's really quiet at night. I warn them over and over during the showing / applying process. We have 16 units and I get maybe one noise complaint a year because everyone is aware and tries to be respectful.
