Buying land in Shenandoah valley

I am looking at an undeveloped lot in rural central Virginia. There are a few houses on the road and the lot has lots of road frontage. I am 100% sure it will need well and septic. I am assuming that there is electricity because of the other residents. My goal is to eventually put a house on it. So should I call builders before I put an offer?  It's in the mountains and I'd like a view, and it has a creek. Is there an easy way to see elevation and flood plains.  I live a distance away and this lot just came on the market
