Landlords in CA How are small landlords handling AB 1482 and AB 2801 paperwork?
Hey everyone,I'm Julian from NJ (22, not a landlord myself) but I help my uncle virtually with his rentals in CA. He's self-managing about 15 units across a few different cities while working his day job — no PM company, no assistant.
The 2025 laws have been a real headache for him. AB 1482 with all the different local rent caps (he's got places in Oakland, LA RSO area, and another city) and AB 2801 with the security deposit photo requirements. He takes photos before move-in and after move-out, but when he's writing the itemized statement a week or two later he's scrolling through thousands of phone photos trying to match the "before" shot to the damage. He almost missed the 21-day window last month because he was traveling for work.
Right now he's using a mix of his notes app, Google Drive folders, and memory. I told him a notepad + camera roll is probably fine at 15 units and he might be overthinking it, but he says tenants are getting more legally savvy and he's paranoid about screwing up the documentation.
For those of you self-managing 5-30 units in CA — what's your actual workflow? Do you just use your phone gallery and memory, or do you have a system for organizing move-in/move-out photos and tracking the 21-day countdown? And how do you keep track of which city has which rent cap without checking a bunch of different housing websites every January?

I'm not a landlord myself, so grain of salt. But I build systems for real estate developers/agents/property managers and this kind of multi-city documentation headache comes up a lot.
A few things I've seen work at his size:
For the photos, most self-managers around 15 units end up either on a free tool like Stessa or a structured Google Drive setup with one folder per unit, dated subfolders for move-in and move-out. The trick is uploading the same day, not weeks later from the camera roll. Once they sit in his phone gallery they're basically gone.
For the 21-day countdown, easiest fix is a calendar entry the moment a tenant moves out, and block day 18 as the hard "write it up" deadline. Memory plus travel is how that window gets missed. The rent cap tracking is honestly the hardest one. There isn't a clean tool for it. Most multi-city CA landlords just subscribe to the local apartment association emails (different one per city) and check each January when caps reset.
Your uncle isn't overthinking it. The legal exposure on AB 2801 is real, and tenants getting more savvy is also real. A notepad and camera roll worked at 5 units. Falls apart at 15.
