Looking for advice on 3 vacant lots in Bastrop, TX — what am I missing?

I'm looking for some feedback from land investors/builders who are familiar with Bastrop County / Pine Forest Unit 6.
My family currently have 3 vacant lots in Pine Forest Unit 6 Ph II that we are trying to sell, but we are getting very little buyer interest despite pricing them relatively aggressively. At one time, we even lowered it down so much compared to the market price because we just want to retire.

Lot 8 — Block 19, Lot 8

  • 16,858 SF (~0.39 acre)
  • Asking: $17,500
  • Electricity available
  • Road access
  • No sewer / no water connection
  • Septic potential
  • HOA

Lot 9 — Block 19, Lot 9

  • 17,250 SF (~0.40 acre)
  • Asking: $17,500
  • Electricity available
  • Road access
  • No sewer / no water connection
  • Septic potential
  • HOA

Lot 11 — Block 3, Lot 11

  • 19,602 SF (~0.45 acre)
  • Asking: $17,500
  • Electricity available
  • Road access
  • No sewer / no water connection
  • Septic potential
  • HOA

All three are in Pine Forest Unit 6 Phase II, Bastrop County, TX.
I'm particularly interested in hearing from anyone who has actually bought, sold, or developed land in this area.

A few things I'd love some perspective on:

1. Is ~$17,500 competitive for these lots given the current utility situation?
2. How significant is the lack of water/sewer for a potential buyer?
3. Is septic realistically viable for these lots?
4. Who would be the most likely buyer — individual homebuilder, investor, builder, or someone looking to hold?
5. If these were your properties, how would you market and sell them?

    I'm not looking to spam the forum with a sales pitch. I'm genuinely trying to understand the market and figure out what I'm overlooking.
    Any insight from people familiar with Bastrop/Pine Forest would be greatly appreciated.
