New Proposal To Screen Tenants With Income OR Credit but not both

I am a NYC investor. I am owner of one multifamily. With the way NYC Housing laws are set up Im keeping a unit empty and in the process of evicting a non paying section 8 tenant. This could take up to 24 months. Im dreading the thought of re renting the units. Trying to sell isnt going so well. I thought of midterm rentals like traveling nurses. Has anyone converted from long term rentals to another model in NYC? if so how is it working out and can you provide any guidance.
