Refinancing Rental Property

Hi All,

Wondering if I’m missing something about refinancing a rental.

Everything I’ve read says you can pull out up to 75 percent of equity. But, my bank, ( First Republic) says I still need to qualify, personally to insure that I can pay the $ back. I find the loan process excruciating, ( which I’m sure everyone does) Wondering if I misunderstood that having a property with 100 percent equity would exclude me from this process.  Thoughts?
