LAW regarding contacting seller

Hi,
This question might sound rookie but that is how one learn and grow. 
I wanted to verify if there are any laws that restrict a buyer from contacting a motivated/unmotivaed aka ALL SELLERS.
I can simply contact them via phone call?
Looking foward to hearing back from you.

The problem is that he used the term "ALL SELLERS" which opens up things quite a bit. It is a criminal act in places like Washington, Oregon and others to contact someone in foreclosure. People need to be very careful what they are doing and know the laws of the jurisdictions they are targeting.
