BRRRR Strategy questions

I new to investing.  I have been searching for weeks for rehab home, but listed at those lower prices (ie 75K, 90K, 65K) are in C/D Class neighborhood.  How can I ensure I have good tenants or find rehabs in Class B neighborhoods?
