How do you handle time frames with contractors?

Do any of you use some type of bonus system with your contractors? $x for early completion. Or, a penalty system for not completing on time?

 Yeah, like most others, we work in a penalty system.  Meanwhile, the bonus system never seems to work to its effect. Anyone has success in that?
