Cant reply to a topic, says needs to be plus or pro

'Ho. I've learned a lot just from lurking and reading.  I would like to start contributing but when I try to reply to a post in the Real Estate Events and Happenings section I get the popup that I have to have a plus account to reply.  It states in the forum headder that only plus and pro members can start a post, but anyone can reply.  

I have sent a request for help and have had some conversation but it is still unresolved.  I am thinking about upgrading, but if the basic stuff that is supposed to work does not, I am leary of paying to upgrade.  

So just to be sure, that forum is not only for plus and pro members correct?  and if that is correct, is there a problem where "basic" members are supposed to be allowed to post, but cannot?

Not quite 100% correct there. You must be PLUS or PRO to reply on Marketplace topics; any member can reply to Events topics.
