How do I find information about a mobile home park in Villa Ridge
A year ago I bought two quarter acre vacant lots in Villa Ridge located within a few feet of each other around the intersection of Lavonna Drive and Lynn Drive with the intention of reselling them. They seem to be in Wheel Estates. I called code enforcement for the county to ask about whether the road that ran in front of the properties was paved or dirt. They told me it was a private development and the development handled everything, including the roads. I saw it was in Wheel Estates, so I looked up this development.
What I came across was this.
Wheel Estates is a manufactured/mobile home community located in Villa Ridge, MO 63089.

This told me it was a trailer park. Actually I would find it interesting to rent the lots to owners of mobile homes, and so I had a lot of questions. However, the listing included no address and no phone number.
Today I tried to call the nearest Chamber of Commerce, located in Union. Twice I got voicemail and left a message and neither one was returned.
I am interested in exploring what is involved in renting the lots to mobile home owners, but I need someone to coordinate it with and to answer my questions. My first question is whether there is any arrangement for water and sewage, and I have many more. I have no idea how to reach the trailer park management and the Chamber of Commerce seems uninterested in helping.
