Best area within 4 hours of Bay Area

Any place near the Bay Area that lets you rent 4+ STR at the same time? Do they have to be 4 separate structures or can they be duplexes and 4plexes? How big is the max size for each, I heard no bigger than 340 sq in a lot of cities? Is a singular 4plex or double duplex or 4 separate structures easier to permit? Claude AI told me Calavares County and Amador county were the best. The laws keep changing about how big you can build the structures. I'm looking for land to build on from scratch with well and electricity already hooked up, with mainly unsloped and good soil land. Please help me decide what to do, I'm new.

I would suggest buying 4 separate single family homes in an area out of CA like Reno, NV. Only about 4 hours from the Bay, purchase price is lower, property tax is low, no income tax, diverse economy, and very strong appreciation. In general building is expensive and takes time. During that time STR regulations could change in the area you're building. If you do decide to build, build in an area with high demand which will cost more but you can have a better exit strategy. I would also caution using AI search for STR regulations. The models are regularly wrong in my area here in Tahoe / Northern NV. Currently in the City of Reno you can have multiple STR on one parcel. In Washoe County you can only have one per parcel. There are very different regulations around Lake Tahoe as well. What is your main goal of building STRs?
