Water meter issue in Baltimore county and Home inspection

I am currently working a deal in Baltimore where the current water meter is connected to the neighbors supply.  That is according to the seller.    I called the county and they said the meter is directly attached to the house I am looking to get under contract.  The county said they don't need to come out since they get a solid meter reading.  Has anyone dealt with this issue?  Should I still get the county to come out some how? Also, I need to get a home inspection ASAP, is there anyone who I can call to inspect the property by tomorrow?
