Agent refusing to accept offer

Good Afternoon,

I am just starting out in the RE investment arena and have already hit a snag.  I found a property that fits within my criteria and I attempted to put in my first offer on an investment property.  The realtor will not let me put in a written offer because she thinks its too low.  She called the listing agent first who told her that the seller already turned down higher offers.  I had a conversation with the buyer while looking at the property and various circumstances led me to believe that she is highly motivated.

Would it be illegal to approach the owner directly with my offer?  I have no problem paying her listing agents commission and I am not trying to circumvent the process, I just want her to see my cash offer and not get shot down by her agent.

Any information would be greatly appreciated.

@Derek O. If the listing agent said the offer is too low....and you insist on wasting your agents time writing up the offer, you just look like a rookie fool who doesnt know what they are doing.  There is no difference in putting it on paper versus making the offer verbally. Your verbal offer was declined, move on.  Your agent checking with the listing agent actually shows me that your agent has a clue, and is likely a good agent. Id say if I am making a "lowball" offer, which you are, that 95% of the time I am doing so verbally so as to not waste my time, or the time of the people on the other end.
