Making offer on property owned by trust/estate

Hi BP - I have my eye on on a piece of Land in CT that is owned by a person's name followed by Trustee (John Smith Trustee).  It does not have any buildings on it, just land considered wetlands.  It appears no taxes have been paid on the property for the at least the last 3-4 years.

I would like to buy the land and I assume it would be owned by a surviving spouse?

How would I formally make an offer to buy the property?  I was thinking of sending a letter to the spouse offering appraised value + cost of attorney fees/realtor related to sale of the property + cover outstanding taxes (if they need to be paid before sale?)?

Can you offer any help on this issue to lead to my success in owning?  Let me know if I forgot anything.
