Good questions... yes it is 15 acres of 100% wetlands. This would not be an investment property nor would I plan to build a house or anything commercial on it. I would be using it for personal use (pond). It is appraised at pretty much nothing, like you said, and that is what caught my eye to the property.
What I am still confused about is if it is owned by John Smith Trustee and he has passed away, should I be looking for the executor of his estate to provide the certificate of trust?

So are you saying that if the trustee passed away that the wife would be second in command or could it be an unrelated party?
In other word, who usually gets the certificate of trust once the trustee passes away? I am guessing it would be specific to the trust and only people with knowledge of the trust would know. The trustee who passed seems to be of high worth and probably having an attorney or something overseeing his estate.

Hi BP - I have my eye on on a piece of Land in CT that is owned by a person's name followed by Trustee (John Smith Trustee). It does not have any buildings on it, just land considered wetlands. It appears no taxes have been paid on the property for the at least the last 3-4 years.
I would like to buy the land and I assume it would be owned by a surviving spouse?
How would I formally make an offer to buy the property? I was thinking of sending a letter to the spouse offering appraised value + cost of attorney fees/realtor related to sale of the property + cover outstanding taxes (if they need to be paid before sale?)?
Can you offer any help on this issue to lead to my success in owning? Let me know if I forgot anything.
