Does this represent a time to buy?

I just had this article come across my desk. I found it interesting that New Orleans is so much higher than the surrounding parishes. I have avoided New Orleans for some time because of Insurance costs, crime statistics and just bad leadership. Does a correction in the market represent a time to buy? Personally i am not sure i would still invest there given the above I just stated. Am i correct in thinking the market will correct as a whole ( surrounding parishes ) or will they all just tighten up the gap?
