I wanted to know how would I submit offers without using an agent. Now before you guys say "you should use an agent. It doesn't cost you" I'm not against having representation I'm just trying to get multiple offers out there. So my main question is what is the correct way to fill out the RPA form and how to send it to the listing agent.

you can not use the forms with out being licensed no agent will look at your offers with representation Your only shot is to offer to the owner direct

Just contact the listing agent directly and make the offer through them....

This could get sticky if you have a buyer's agency agreement w/another agent though.
