In the San Antonio area there is a real estate group who always has foreclosures. Every encounter with their office in the last 3 years has lead to closed doors. We have even so much as submitted contracts to purchase and been ignored by the agent. Even a home that isn’t being foreclosed on our contract was ignored and he didn’t return our calls!! No return calls and contracts ignored. I’m beginning to believe there is shady business going on with who gets the contract. What is the next step / who should I contact about this?

Are you following the submission instructions in the MLS? Many REO's have an online system to submit offers that go directly to the asset manager making the decision, and the REO agent, is acting as more of a property manager.
