Buying a property that doesn't have utilities turned on
What complications if any do you have to look for when buying a home that has had all utilities shut off? What kind if fees are associated with this also? In the Pittsburgh area.

You need to get the agent or owner to get them turned on. If not, you can't do any kind of inspection. What if they turn the water on and it is leaking in 5 different places? What if the heater doesn't work?
As a buyer, you can't get them turned on. The agent or owner needs to do this.
