FHA loan on multi family

Can someone confirm or deny whether or not 75% of the potential rent roll of a multi family has to be able to cover the all in cost of a multi family when securing and FHA? I'm finding multi family properties but then the lender is saying the rent comps will not be sustainable for the FHA.

3 to 4 unit properties using FHA are subject to the self sufficiency test. If the property does not exceed self sufficiency, that you need to increase you down payment til the payment drops low enough.
