One thing to always keep in mind with crime data......in high crime areas, crime is very underreported. Since crime is so prevalent, members of the community overlook a lot of things and never call the police, and even in some areas, dont trust the police. In wealthy areas, crime is over reported. The nosy neighbor reports every little thing.  Data is not unbiased.
